I'll side up with Dragoneyes here and say that homework should indeed be banned.
Students are sent to school to learn, and it takes up most of their life. When a student comes home, it is their time to spend with family. (even if many a child doesn't...)
True as it may be that each student has a different way of learning, is it not the teacher's responsibility to make note of that students differences and make sure that he/she can learn the material?
It must be wondered if perhaps the reason that students need this reinforcement is because the teacher is at fault. If indeed the teacher was successful in teaching his or her class well and in the time provided then it may not be necessary students to have homework.
To throw an example around, when a teacher gets mad with the students, generally he or she simply gives the students more homework. How does this help if the teacher spends all his/her time yelling at the class and not explaining how to do the homework? Then we must ask, how is homework in this particular case reinforcing anything at all?
Here's another, a teacher who uses effective disciplinary means, and makes note of each students individual way of learning- then a class period would run smoothly and the teacher would likely give little to no homework.
Comparing the two, perhaps we can conclude that homework is doled out to students from anger and lack of discipline in the classroom. It has been done ever and anon and gotten students virtually nowhere (from my observations...) So I must ask, is homework truly a way for students to reinforce their learning or more over a punishment?
I believe that if the teacher could teach a class properly, homework would not be nessecary.
